National Hawkers Federation (NHF) is the largest Federation of different hawkers’ and street-vendors’ unions, organizations and associations. It is active since 1999-2000 and currently 800 independent unions, organizations and associations along with 11 Central Trade Unions and affiliated hawker unions constitute the National Hawker Federation. We are presently active in 25 States and 1 Union Territory of India. This is to bring your kind attention the fact that street vendors are the integral part of the urban dwellers in the global space. They provide services to every class of the society and almost 75% of the of the country’s population. The population of the hawkers is around 4 crores. Adding 5 times dependents directly in terms of livelihood, we are talking about 20 crores just in this metropolis who sustain themselves by selling goods and services in this part of the informal sector. So for their safety and smooth functioning of this largest informal sector livelihood activity a friendly bill for their regulation and protection is important. We are campaigning for the same from the beginning.


We have, in the past, played a major role in the creation of the Model Act and the Street Vendor Policy of 2004 and 2009. More than four of our members were members of the Task Force constituted by the government for the above purpose.

In the month of September 2012, the Parliament tabled a new amendment bill with the name of “The Street Vendors (Protection of Livelihood and Regulation of Street Vending) Bill, 2012” and formed a standing committee chaired by Mr. Sharad Yadav. Initially this bill was not much hawkers friendly, so we met Mr. Sharad Yadav, chairman of the standing committee and Urban minister of that time Mr. Ajay Makan to give some recommendations and suggestions to make some changes in the bill. Now, as you know the bill has been approved by the cabinet on 1st May, and it is expected to be tabled in this monsoon session. We are very happy to say that 90% of our recommendations and suggestions have been included by the standing committee and urban ministry in the newly approved bill.

The demonstration took place in New Delhi where several thousand hawkers from all over India participated and took out a rally to the parliament with the following demands:

We are having a demonstration to make this bill an Act with more than 15000 hawk

1. To pass the “The Street Vendors (Protection of Livelihood and Regulation of Street Vending) Bill, 2012” in this Monsoon session.

2. To make Central Task Force for the Implementation of the Bill.

3. To give houses to the hawkers under the RAY and JNNURM (BSUP).

4. To include Hawkers in E.S.I for the Health Services.

5. To make Hawkers welfare Board for the social security of the Hawkers.

Several prominent leaders and politicians too part in the protest and the rally
