<p>Malnutrition and hunger deaths are not new to Adivasies’, they have been struggling with it for many decades now, and none of the government’s welfare schemes could ever solve it. To add to the injury is ever increasing degradation of environment which has direct telling effect on them. Adivasi of Betul &amp; Harda district of MP has found a unique solution to both their problems in an operation “Guerrilla-Green”, a new kind of green revolution. <p>Sub: Inviting objections and suggestions on the draft Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Amendment Rules, 2012.<br />

The Ministry of Tribal Affairs is the nodal agency for implementing the provisions of the <a class="zem_slink" title="The Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006" href="http://en.wikipedia.org/wiki/The_Scheduled_Tribes_and_Other_Traditional_Forest_Dwellers_%28Recognition_of_Forest_Rights%29_Act%2C_2006" rel="wikipedia" target="_blank">Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006</a>, which seeks to recognize and vest the forest rights and occupation in forest land in forest dwelling Scheduled Tribes and other traditional forest dwellers who have been residing in such forests for generations but whose rights could not be recorded. The Act was notified for operation with effect from 31.12.2007 (<a class="zem_slink" title="Annexation" href="http://en.wikipedia.org/wiki/Annexation" rel="wikipedia" target="_blank">Annexure</a>-I ). The Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Rules, 2008 for implementing the provisions of the Act were also notified on 1.1.2008 (Annexure-II) .</p>
<p>2. The Ministry has observed that even after lapse of more than 4 years of the implementation of the Act, the flow of intended benefits of this welfare legislation to the eligible forest dwellers has remained constrained and several problems were impeding the implementation of the Act in its letter and spirit. The Ministry had accordingly undertaken an exercise to arrive at certain provisions/ steps for facilitating a robust implementation of the Act. The Ministry has already issued certain guidelines in this regard on 12.7.2012, for compliance by the <a class="zem_slink" title="State government" href="http://en.wikipedia.org/wiki/State_government" rel="wikipedia" target="_blank">State Governments</a>/ UT Administrations a copy of which is available on the Ministry’s website (www.tribal.nic.in)</p>
<p>3. The Ministry is also proposing to make some amendments in the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Rules, 2008 to (i) lay down a procedure for identification or hamlets or settlements and process of consolidation of their lists, (ii) increase the mandatory tribal membership of Forest Rights Committees from the present one-thirds to two-thirds, (iii) reduce the present requirement of quorum of two-thirds in the gram sabha meetings to one-half, (iv) clarify that the term ‘sustenance’ includes fulfilment of livelihood needs of self and family, including the sale of any produce, (v) allow transportation of minor <a class="zem_slink" title="Forest produce" href="http://en.wikipedia.org/wiki/Forest_produce" rel="wikipedia" target="_blank">forest produce</a> within and outside forest area through ‘locally appropriate means of transport for use of such produce or sale by forest rights holders or their cooperatives/federations for livelihood, (vi) lay down process for recognition of rights, including community rights, (vii) insert new Claim Forms for Rights to Community Forest Resource and Title Form for Community Forest Resources etc. A copy of the draft Rules titled “The Scheduled Tribes and other Traditional Forest Dwellers (Recognition of Forest Rights) Amendment Rules, 2012, have been published in the <a class="zem_slink" title="The Gazette of India" href="http://en.wikipedia.org/wiki/The_Gazette_of_India" rel="wikipedia" target="_blank">Gazette of India</a>, Extraordinary, Part II &#8211; Section 3 &#8211; Sub-section (i), dated 19.7.2012 in this regard (copy at Annexure-III</p>
<p>4. Any objections and suggestion in connection with the said draft “The Scheduled Tribes and other Traditional Forest Dwellers (Recognition of Forest Rights) Amendment Rules, 2012” may be forwarded at the following address, either through e-mail or by Post, by 19th August, 2012, positively for consideration by the Central Government:<br />

<p style="text-align:left;">The locals near the Airport facing a similar problem have also come forward to support the bandh on July 25. “The bandh will be a landmark in the politics of <a class="zem_slink" title="Jharkhand" href="http://maps.google.com/maps?ll=23.35,85.33&amp;spn=1.0,1.0&amp;q=23.35,85.33 (Jharkhand)&amp;t=h" rel="geolocation" target="_blank">Jharkhand</a> as it will mobilise the people of the State. It is a sensitive matter and the Government must deal with it accordingly and should look for an alternative solution,” said the former Education Minister and <a class="zem_slink" title="Jharkhand Party" href="http://en.wikipedia.org/wiki/Jharkhand_Party" rel="wikipedia" target="_blank">Jharkhand Party</a> chief Bandhu Tirky.</p>
<p style="text-align:left;">Tirky also said that the Government should consider the genuine demands of the villagers as cultivation is the main source of their livelihood. “The Government should shed its adamant stand in the matter and try to find out some alternative solution,” alleged Tirkey.</p>
<p style="text-align:left;">To attract people’s support, the villagers have also launched an awareness programme through ‘nukkad natak’ and public meetings at some of the prime locations of the city and hostels of schools and colleges. Some of the students are also said to have come in support of the agitation and participated in the torch-light procession on Tuesday.</p>
<p style="text-align:left;">“Some of the students have also promised us to support after the awareness program,” said Gladson Dung Dung an activist and a member of the Planning Commission of India. “People are being informed about the actual issues which we are concerned about and the role of Government and the court through nukkad nataks. They are also being convinced that our battle is not only for ourselves but for the people as a whole, if we win the battle on Nagri, its impact will be far reaching,” assured Dung Dung.</p>
<p style="text-align:left;">Besides the actual issues, people are also being informed about the alternatives and the offers been put before the Government to shift the <a class="zem_slink" title="Construction" href="http://en.wikipedia.org/wiki/Construction" rel="wikipedia" target="_blank">construction site</a> to the other 1,000 acre land being provided by the farmers.</p>
<p style="text-align:left;">The <a class="zem_slink" title="State government" href="http://en.wikipedia.org/wiki/State_government" rel="wikipedia" target="_blank">State Government</a> however, tried to distribute the translated copy of the High <a class="zem_slink" title="Court order" href="http://en.wikipedia.org/wiki/Court_order" rel="wikipedia" target="_blank">Court order</a> among the Nagri villagers but they refused to accept it saying that they are quite aware of the High Court order and will not settle on anything accept their own <a class="zem_slink" title="Land law" href="http://en.wikipedia.org/wiki/Land_law" rel="wikipedia" target="_blank">land-rights</a>.</p>
<p style="text-align:left;">The High Court on July 16 had ordered the State Government to distribute translated copy of the High Court order so that the villagers get aware of the law related to the <a class="zem_slink" title="Land Acquisition Act, 1894" href="http://en.wikipedia.org/wiki/Land_Acquisition_Act%2C_1894" rel="wikipedia" target="_blank">Land Acquisition Act</a> in the State.</p>

<p style="text-align:left;">The Punjab government on Wednesday hammered out a compromise in a village between upper caste landlords and Dalit labourers who endured a month-long social boycott and loss of work for demanding “just” wages. But the truce — on paper — at <a class="zem_slink" title="Maha Singh" href="http://en.wikipedia.org/wiki/Maha_Singh" rel="wikipedia" target="_blank">Maha Singh</a> Wala village in southern Punjab’s Sangrur district, 142 km from Chandigarh, appeared unsteady to Dalits as well as the landlords who had enforced the social boycott in the first week of June.</p>
<p style="text-align:left;">The landlords had also declared at a kangaroo court that villagers maintaining ties with Dalits would be fined Rs. 5,000 each.</p>
<p style="text-align:left;">Trouble had erupted after Dalits demandedRs. 2,000 per acre as “justified wage” for sowing paddy. The landlords had said they would pay Rs. 1,500. Later, the landlords gave the sowing work to migrant labourers at higher wages than what Dalits had demanded.</p>
<p style="text-align:left;">“Police pressured a section of Dalits to reach a compromise,” said Dalit labourer Satnam Singh who did not find work in paddy sowing season along with fellow workers. “Officials acted to save their skin.”</p>
<p style="text-align:left;">Jai Singh, patron of Dalit Movement Against Servitude, said, “We have decided to protest on July 16 in front of the deputy commissioner’s office.” He said the case would be settled only after the landlords were punished.</p>
<p style="text-align:left;">A landlord who did not want to be named said they had “made up their minds” to continue giving work to migrants. Sub-divisional magistrate Subhash Chander, however, deemed the issue “settled”.</p>
<p style="text-align:left;">He said the administration had taken affidavits from both parties for settlement with due consent.</p>

Singh said ONGC always believe in holistic development and improving the lives of people around its operational areas. “ONGC is providing a separate fund (in addition to corporate social responsibility fund) called SC/ST component plan fund for the welfare of SC/ST communities. This fund is being utilised in the field of education, health and sanitation, entrepreneurship including others,” he added.</p>
<p style="text-align:left;">ONGC is involved in pilot and commercial production of Coal Bed Methane (CBM) gas from Parbatput (under Jharia CBM block) in Chandenkiry block and overall 10 locations in Gomia (under Bokaro CBM block) about 35 and 65 km from the district headquarter in Bokaro district. ONGC, CBM division Bokaro has continuously organised initiatives for the wellbeing of its communities around its area of operations at Parbatput.</p>
<p style="text-align:left;">Notably, commercial production of CBM began at Parbatpur plant on 9th May, 2010 and its production capacity is about 15,000 cubic metre per day from its five wells. Exploration official told that the approximate CBM resource of Jharkhand is 240 Billion Cubic Metres (BCM). The present programme is for production of CBM for 25 years.</p>

<p style="text-align:left;">Patna, Jul 15 (PTI) LJP president Ramvilas Paswan today demanded that Nitish Kumar government immediately implement the reservation policy for SC and ST in Bihar in cases of promotion. Participating in a sit-in organised by SC/ST Employees Association at Gandhi Maidan here, he accused the Nitish Kumar government of being &#8220;anti-Dalit, anti-backward, anti-minority and anti-poor.&#8221; Alleging that the NDA government had scrapped the policy which was in operation in the state since Independence, he said LJP would launch a &#8216;fill-the-jail&#8217; campaign on August 9 if the state government failed to implement it. He said he had already apprised Prime Minister Manmohan Singh of the situation and said he would raise the issue in Parliament as well. Paswan said separate budgetary provisions be made for ST and SC under the Special Component Plan and Tribal sub-plan in proportion to their population in Bihar.<strong> </strong></p>

<p style="text-align:left;">The Scheduled Castes and Scheduled Tribes have progressed well as entrepreneurs if the statistics doled out at a workshop on ‘SC sub-plan and Tribal sub-plan’ are any indication.</p>
<p style="text-align:left;">The SC/ST entrepreneurs have increased phenomenally between 2004 and 2012. There were only 178 units owned by SCs in 2004; and 141 units by STs. The subsidies etc. were Rs. 4.11 crore for SCs and Rs.1.68 crore for STs in 2004. It, however, rose to Rs.103.40 crore for SCs and Rs.49.09 crore for STs between 2004 and 2012. The number of units set up by the SCs touched 1,464 and 811 units by the STs.</p>
<p style="text-align:left;">The Cabinet sub-committee elicited opinions and suggestions from people on SC/ST sub-plan here on Saturday. On the occasion, Major Industries Minister J. Geeta Reddy said the SCs and the STs were unable to reap the benefits of industrial policy. The government understood the lacunae and revised its industrial policy with a view to encouraging the SCs and STs to set up their units.</p>
<p style="text-align:left;">The Andhra Pradesh Industrial Infrastructure Corporation (APIIC) was providing incentives to the SC/ST entrepreneurs as per the AP State Industrial Policy. As per the industrial policy, 16.2 per cent of the total plots to the SCs, and six per cent to the STs should be allotted in all the new industrial parks and preferential allotments should be considered for them in the existing industrial parks.The Minister also said a subsidy of 33.3 per cent in land cost, subject to a maximum of Rs.10 lakh should be extended to the SC, ST entrepreneurs, she said.</p>
<p style="text-align:left;">Primary Education Minister S. Sailajanath also spoke . Deputy Chief Minister Damodara Rajanarasimha, Rural Development Minister Dokka Manikya Varaprasad, and Secondary Education Minister K. Parthasarathy were among those present.</p>
